First, make sure your league is set to Dynasty.
Go to General Settings and confirm the League Type is set to Dynasty.
Next, go to Draft Settings and set Available Players to Draft to Rookies Only.
During the draft, after the 3rd round (or however many rookie rounds you prefer) is complete, pause the draft.
Go back to Draft Settings and set Available Players to Draft to Vets Only.
Once everyone is ready, resume the draft. You will now continue with veteran players after drafting rookies first.
